Can people with darker complexions have laser hair removal?

We can treat all skin colors with laser hair removal. However, we have to be more cautious with those who have a darker complexion. This is because the laser is attracted to pigment, so the darker the skin you have, the more the laser will pick up on the skin and not the actual hair follicle. When do you start to see results?
